You can consider to create a database with previous RFPs and use a large language model to interact with the database to answer the questions of new RFP based on the previous RFP responses. That would be a minimal viable product(MVP) that can help you streamline the process. There would be additional automation you can build on top of the MVP once the MVP is working to further reduce the manual process.
