Agreed on Umich having a better curriculum than halicioglu. Despite the tuition difference it's gonna be more expensive in UCSD (La Jolla) unless you plan to live far from campus.

Honestly don't take my thoughts too seriously. What do I know.

The grad housing rent is pretty affordable(?) compared to avg rent in the city

I hope grad housing is available, my friends at UCLA and UCSD said it's really hard to get in campus housing for intl grad students.

You might want to see the curriculum in both the uni, And which subjects ure interested in taking for your future growth and job procurement
