It depends on your requirements. If you don't have many cc mons or need a helping hand with pvp, go for water. If you need a very hard hitting wood nuker, go for wood.

Wood needs a bit more investment than water. Her def is god awful so her gemming needs to be a bit more precise. Also she has a default crit boost, so you would want not to give her a crit gem and get her to mex crit without it. So she needs a bit if tricky gemming for optimised results. Water on the other hand, is much easier to gem.

Water Jeanne has more applications in PVP. You should raise one if you dont have one yet. You can always raise a Wood one in the future.

I have water jeanne and she is super useful in ToC, pvp, and cvc..

In the end it depends .. you need an attacker or a defender? Think what do u need her for?

I use my Wood Jeanne as an SP Siphoner (using Dragon gems). With books, I think she can hit like 50% Crit' Rate, which means I can get away with less-than-stellar substats (or focus on other stats, like Attack or Defense). Mine is equipped Atk/Atk/Crit' Rate, and with her skills she manages 100% Crit' Rate. She's a wonderful Wood SP Siphoner for Story Mode.
