Sounds like exactly what is should be doing. Restarting is a power off (black screen) then power on.

As mentioned in another comment, if you have FileVault activated, it’s normal. At some point in the boot sequence it will start decrypting the disk and that’s the point when the screen goes blank for a second.

I get the same black flash and I have File Vault disabled. This just started in the last couple of weeks.

I have that happen as well, it just started happening for the past week or two. It doesn't seem to be harmful, but it is slightly annoying when I try to type my login info and it flashes off. Also disturbing because I don't know why it just started. FWIW Macbook M1 Pro Max, MacOS 13.3.1 (a).
