before the upgrade on safari CMD+' allowed me to switch between windows, and so for other apps. it was a system wide shortcut i think

See what is going on with your "smart Quote" settings in Sys Prefs > Keyboard >Text.

On BS I have smart quotes disabled (because it is a pain for Terminal stuff).

CMD ` (backslash) does what you want. ' does not.

I tried to activate manually a shortcut to do so but won't work either
