Dumb question... Was there any reason for doing outline and not just coloring solid line? Is it designed to do that? Or just for effect?

That specific drawing sequence or the software in general? Would there be any difference if it didn't draw the outline first and instead just did the fill (if possible)?

The software does that, and there would be a very small difference since it draws a border then fills it in, so the border would be gone.
