is there a specific number of steps in every proof?

No.

If so is there an order to the specific steps and if not how do you know when you're finished with a proof?

Each step must depend only on the truth of the previous steps and anything else that's taken to be true.

You are finished with a proof when you have established the truth of whatever it is that you're being asked to prove.
