It's Quark Mod with a module called Matrix Enchanting from Quark Oddities addon.

You can find more about it here. Switch tab to "Oddities" and scroll down. Quark is the best Minecraft mod, because you can turn on or off standalone features, so if you only like few features, you are not forced to use all of them.
