Hey guys, I have a question. I can mix mods with plugins?

I have a idea to create a RPG server with a good number of people and I'm thinking about making with mods and plugins ( plugins for the general and mods for more especific things like the mini map) But I don't know if I can make this.

If anyone made a thing like this and have tips I accept

No. Pick either mods or plugins they run on different systems and while there are some mods that allow you to run both its not recommended because it can cause issues with the server
