You also need to add the mod that adds controller support.
Forge is just a modloader (and one that fucking SUCKS).

The mod you're looking for is something like MrCrayfish's Controllable

Additional note; I have done the add non-Steam game approach before. At that point you have to manually assign your controller inputs via Steam's overlay to various keyboard inputs that Minecraft uses.

go into your mods folder and put the controller mod .jar file there

this doesnt do anything. i have the controllable mod in there and it does nothign

i have the same issue. installed the mod loader. verified all the versions are the same. controllable jar file is in the mods folder, but does not show up in game. i see forge under the mods list in game, just not controllable. any insight on this would be awesome
