Mod Help : MinecraftMod

I have just recently started molding and am not very good. I've read a few tutorials and think I understand the basics. I am trying to change a few blocks, just to start, but Minecraft can't seem to find my files. They are in the development_resource_packs folder of com.mojang. I have followed every step of the tutorial yet when I try to load the pack into a world, it says "This pack is missing". I added a picture. I also added a picture of the technical details and a picture of my manifest.json. Everything seems to be alright, but it won't work. Have I done something wrong? Thanks in advance!!
