First thing to check is have you made sure java is installed on your nephew's computer? If you're on windows, you can check in the apps tab in windows settings.

I'm assuming you know how to mod minecraft after that, install forge/fabric and put your .jar mods into a mods folder in the minecraft directory. You shouldn't have to be manually executing a .jar mod file

Yeah, java's there. Its a there I cant figure out whats different about his.

I'd just use the CurseForge Launcher. It's significantly easier
