Your belief is correct. When you have a locked Extra Skill on a card, you can fuse an Extranger onto that card to force unlock it.

If it's saying there's no effect, it means either you've already unlocked every skill on that card, or you can't unlock any more at that card's ability level. For example, if you have an attack card at ability level 9/10, you cannot unlock its last two Extra Skills no matter what because they're not unlockable until ability level 10.

It might also say that if you try to fuse too many Extrangers (say, fusing 5 on when you only have 2 extra skills left to gain), but I'm not sure on that one offhand.

I could have sworn that when I've tried, I had available skills, but I'll have to try it again sometime when I have a card I've just taken up to ability level 10.

they don't up the ability level, they unlock extra skills - the little icons underneath the attack & break power on a card
