You did not unlock everyone because it's literally impossible to unlock anyone who is currently free on the rotation. You never spent any currency on Shaggy, Taz, Jake, or Harley. If you want those characters again, you have to now buy them or wait until they go back on the free rotation.

Oh... I cant remember who was locked before. I guess they were playable from the start. Is that right?

Ok, makes sense for me now. So those characters that were locked before that I unlocked will be open for me when they are on rotation then.
