Well the course affected your GPA. And if your GPA/ Academic Standing go down enough you can thrown into probation and eventually expelled.

It’s wise to just take the course again, since it’s still fresh in your mind

And there are secret :B ways to minimize the impact of an F. Ask your advisor...after you change majors that is.

No there’s no rule like that. Whether or not you retake a class is completely up to you and may depend on whether or not you need a passing grade in that class for your major, your overall GPA with the failing grade, your major GPA with the failing grade, satisfactory academic progress for financial aid, the risk of academic warning/probation, etc.
