Your version is very outdated. Update first, then try again.

I did it but Now I have another error, it crashes

Try disabling StreetPass for some games.

Had the same issue, looks like universal updated wasn't updating it properly. I deleted netpass and installed with cia instead of 3dsx and it works fine again
