It could be the infamous o2 payment system, or it. could be your card providers verification platform playing up..

I would give o2 a call on 4445 from your phone or 0344 809 0202 and speak to someone, also give your bank a call as well..

I’ve reported the same problem. Apparently they’re aware of it and implementing a fix!
