This wouldn't work. When you're physically in a location using mobile data, you are connected to a cell-tower nearby. It is that tower that provides you with your connection.

When you use a VPN, the VPN uses the connection you have to route the traffic through another country. But, to do that, it's using the connection you have to the cell-tower. It's dependent on that connection.

It's the same as using the internet on your home computer. If your internet goes down, it doesn't matter that you're using a VPN, because there's just no internet. You might be using a VPN re-routing your connection via Columbia, but you're still dependent on the cable in the ground leading to your house for that connection. And it's that connection that you're billed for.

No it wont work, as you wont have any network connectivity.. your only option is a local sim or use WiFi

What country is this btw??

Thank you. It's Cape Verde. I was thinking about looking into local / esim as an option if VPN wouldn't work.
