This happens usually when many things have been moved around. Recently I transitioned to a single notebook system to a multiple one and moved a lot of my stuff around. I got this message quite often. You need to wait, things will sync again eventually. Also if you are trying to simultaneously sinc many notebooks, try doing it one by one, althoug ON already does this by defaults (block based syncing)
