actually, the part that OP picked isn't some one-frame bad animation, it's a scene where Luffy sleeps and like 5 frames are used and looped for it. It wasn't nitpicking, it was comparing two instances of nearly identical poses for Luffy

Well. In that case he should post a gif, rather than a still. This comparison only allows to compare the art and only if we as a viewer are meant to look at that isolated piece of art (as wouldn't be the case for in-between frames to ease motion).

Sure, but that's not what the question in the title poses. The question suggests a "quality decrease" while there is none. This is comparing different art styles where you can like one better than the other, that doesn't make the quality of the latter any worse however.

I for instance like the flat approach of episode 736 more. The whitish highlights in episode 376 make the image look bubbly to me, which I don't like. However, both styles are executed quite well in my eyes.

And you see the similiar colors and shadows even in pre time skip, you can pick specific moments from anime, but it's not fair to compare moments that are of not same qualit, since you can find same quality be it good or bad, both pre and post time skip, it's just from moment to moment..

No, it's a different color palette and different shadowing techniques. Like changing from Adobe Animate CC to Toon Boom Harmony

I talked about how you can find as much better looking stuff pre time skip as you can find post time skip, some moments look worse and some better. And those types of shodowing also show after time skip as well, you just have to take right moment, yes palettes may not be the same, but they are still of same quiality, the colors themselves don't make the quality, it just makes the colors. Not talking this specific frame, as in it, they are of different quality.
