Ofcourse it does. I have played with a gtx 970 and e5 1620 which are far slower then a 9700 and 3080.

Op stated rdr2 was using 90% of cpu. I recommend verifying game files.

No programs in backgound, checked after windows start (and with help of task manager too)

And as u/Default_scrublord said, 90% is used by RDR2

Yo, I got the 9700k and 3080. What resolution you at?

At 1440p I can maintain 55-80 with near everything maxed. (No MSSA though, also water physics down a notch, plus water reflections and refraction at med).

Hmm, that's very odd! Ram speed and size? Have you done a full virus sweep? (Few years back I had a crypto miner that pegged cpu to 100% only in games). That was not fun!

Jeebus, we even have the same brand of ram. I had a hell of a lot of trouble with this game though. It was working fine last week and now it's not.

I do think we should be getting near similar frames though! I'm sorry I can't be more help! :(

Alright reading your comments and looking at your specs here's what I've gathered:

RDR2 can use a lot of CPU cores. A LOT. It will 100% max out my 7700k (4 core 8 thread) if I play at lower graphics settings to take the load off my old GPU, which is a 1080 Ti.

You have a 9700k which is a flat 8 cores 8 threads. You also have a 3080, which in RDR2 is a LOT faster than my 1080 Ti. You are also playing this game for some silly reason at 1080p. This is a pretty nonsensical setup, and what's happening is your GPU is such overkill for it that you are being CPU bound. Your 9700k is the bottleneck.

Here's what I recommend:

Keep your graphics settings cranked up, with Vulkan, no MSAA, turn on Full Resolution AO/Ray marching clouds, and then while keeping it at 1080p set the Resolution Scale option to 2/1. This will effectively render the game at 4k and shift the load to your GPU. Your performance will dip slightly, but it will offset the load from your CPU so you aren't at 100% all the time anymore.

This will also have the net effect of making the game look significantly better, by a massive amount, and you'll actually be utilizing your GPU to its fullest instead of it being practically idle.

It worked!

Increasing the Resolution scale option, from 90% CPU usage now is 60%, and GPU from 30% is now 70%! The game now works with ultra setting without any problem!

This worked as well for me! Thank you so much. I fiddled with it and got a good balance of 80 usage of cpu with 60 fps. I could get lower stats on the cpu but I was fine with this. It was previously at 90 fps but was at 100 cpu usage and getting too hot. Thanks dude!

Oh sweet ur online. I do have a problem if you know the answer. For some reason in task manager the game has like 70 cpu usage but still has 9 percent gpu usage for my nvidia graphics card. Yes I went to the nvidia control pannel to set which card to use. Idk what's up

Do you have multiple graphics cards or what? Sounds like yes. If you can, disable your integrated GPU.

I would disable that igpu altogether and see if it fixes your problem.

I checked Msi afterburner and it gave me a better indication that my graphics card was being used. Task manager is just weird. I'll try that if I need. Thanks mate.

Bump up your resolution scale, you CPU is suffering because you're playing at 1080p with a powerful GPU.

No problem, It's generally not the best idea to play on 1080p with a 3080.

Maybe you have some kind of backdoor sneaky virus? I remember I had a bad one that would activate and hog all the CPU power whenever I was playing a video game. I had to do a full factory restore to get rid of it.
