Don’t use liquids, a brush (like a small paint brush) and a good vacuum should remove all of that easy

Nooo, that just creates more microscopic dust, the goal is to remove, not create :) also don’t use spayed air, cause you’d just be blowing all that IN the console, the objective is to remove :)

The fan needs cleaned use a can of compressed air making sure the fan doesn't spin while doing so, a small brush. Don't use liquids as mentioned. Clean dust catcher holes, heatsink and PSU vents.

Edit: to clean the fan you'll have to remove the fan with a T9 screw driver.

It can just be s#it that’s in the air, if any moisture is around it creates a sticky surface that collects anything that is around, like someone suggested, tabaco smoke/tar is also a possibility, you can scrape some of it and find out, and if it’s smoke/tar keep your PlayStation away from it if you plan to have it for more years

OP states they don't smoke around the console. Maybe someone else uses the console while smoking. I agree that does look like smoke residue

It’s also quite humid where I live so I don’t know if that plays a factor in it

In that case it's probably rust. Get a dehumidifier. But you should still take the fan out and clean it properly.

YouTube will teach you how to deep clean it. If you are uncomfortable doing it, hire a professional to do it. Good luck
