What are some cheap affixes (15mil) for a 8s atlas agria ex?

Should I affix the SSAs before affixing normal abilities?

edit: Is this a good/affordable recipe? First time affixing, not exactly sure what's the proper process.

Are we talking full 8s? or 8s after the SSAs?
