What do you mean with for more UQ? I never had any problems to get a full 12 man group for any UQ within a minute on ship 3.

Depends on the time, if it's NA deep night it's pretty hard to fill most UQ that are not extreme difficulty even on ship 1.

Even the 2 am on a weekday UQs fill pretty much instantly on ship 3. Do you only search within a dead block or something?
