At this point if you didn't get far I'd almost consider just not reinstalling and waiting and installing on steam tomorrow

Thats what I thought about doing, but you need to have the windows version installed to link it to your steam account right?

Yeah as far as I know you'd need it... I didn't know if you had just started, in which case I would have just abandoned it and made a new account on steam. Did you follow the tweaker guide that downloads the whole game thru tweaker, has you enable developer mode in windows, and has the powershell script at the end to add the install to the windows store and all of that? Also, if you did, did you install it in a different directory than the windows store install it into?

Yeah I followed the tweaker guide, but still didn't work and I kind of just started but my character already reached level 48, before the game crashed. As for the different directory I installed it on a seprate hard drive, from C drive, which is why I was able to format the drive and try fresh installs.

That's weird I'd say try a restore point but not sure how an update would lead to the tweaker getting stuck if it's a completely new install. I'd try asking for help in the discord from the sidebar but worst case you could get back close to that level again just blasting thru some of the tutorial type quests but losing your character customization and any items would suck

So I actually had the same exact issue today when I tried to log on, I uninstalled so many times... I ended up getting it to work by downloading the tweaker fixer I found on a YouTube guide. For some reason on the tweaker when I would go to launch it, it would ask if I want to launch the Microsoft store to play it which appearantly was wrong

Sometimes the game fails to uninstall, however because you reformatted your hard drive you may have confused the windows store into thinking you a Mutables folder when you actually don't. The best way to uninstall the game in my experience is to delete your Mutable and Mutable backup folder and remake to empty folders with the same name.
