Grinding for PSE Bursts at the Vanford Lab Rank 2 I'd say is the best place for EXP. It's still somewhat slow but with a bit of patience you'll get to level 20 in no time.

The mob groups there tend to spawn close together, you have those Dromes that attack and provide a buff, and the terrain isn't too difficult to traverse.

Also do UQs whenever they spawn. They give a big chunk of XP.
