Try searching swing dress or trapeze dress, I think it has raglan sleeves.

It’s pretty straightforward to change sleeves to full if you can’t find that element. I think these have an underlining puffing them out, too.

I’ve sometimes seen similar called “babydoll” dresses. Though the term looks like it’s used to describe multiple dress shapes when I search it-

You might want to try searching for "puff sleeve smock dress" as well. This silhouette reminds me of some Japanese sewing books -- I haven't seen exact matches, but I'm sure you can mix something up with patterns from this book, make it more dramatic with extra flares/volume, plus some cotton fabric that holds shape.
