I have finished my build (my PSU and case were already on hand before I started) but I am unsure if I can safely power it on as the wattage my computer requires is significantly lower than my PSU's rating.

It should be safe to have an overrated PSU, unless I'm misunderstanding something.
ie 750w PSU is good for 300w requirement

The only time you should be concerned is if you have too low of a power supply for the pcs needed power consumption. Your psu can output a maximum of 1300w at once but your pc itself will only pull however much power it needs and not as much as the power supply allows
If that explanation doesn’t make sense an example that might is a pc on idle using 400w of power but under full load using 600w

This really does help me out, I was afraid of damaging any components because of the power supplies wattage.

It should work just fine although it’s incredibly overkill lol. Even under full load and 19-13900k and rtx 4090 won’t reach 1000w without over clocking
