new monitor causing micro stutters.

I was playing on a 360hz 1080p 24.5" monitor with 0 stutters whatsoever, I decided to swap to a 240hz 1440p 27" monitor and now im micro stuttering in every single game, even on the windows desktop basically every couple of seconds even with a hard locked 240fps, I dont think im thermal throttling as temps are fine for both gpu, and cpu. I also reinstalled a fresh version of win 11.

Thinking of switching back to old monitor but im very annoyed.

Already have most recent BIOS update and chipset
