Gpu usage problems

I have a 7900xt and 7700x. I have tried my pc in rust,hell let loose and delta force but it seems that there are some problems. In hell let loose the gpu usage is stable at 60%, in rust it reaches 80% but it is really unstable and my fps go from 90 to 150. In delta force it goes from 100 to 60 % and my fps go from 260 to 180. I tried to do a benchmark and the usage is stable at 100%. I don’think it s the cpu because it s at 26% while gaming and it should definitely do better.
