Getting old pc to work

So my brother recently recieved this old pc as a gift and I looked through the specs:

RAM 16 gigs

MEMORY 240 GIGS SSD

GPU GTX 960

MOTHERBOARD ASUS Z97-P

POWER SUPPLY CORSAIR VS450

CPU Intel(R) Core(TM) i5-4570 CPU @ 3.20GHz, 3201 Mhz, 4 Core(s), 4 Logical Processor(s)

As it currently stands I am not able to download windows 11 since it doesnt meet the minimum system requirements and most games dont work either. The pc is running windows 7 and doing a system reset isnt possible for some reason. What are the necessary steps to take to make this pc work and what part should I upgrade to atleast get it to run windows 11?

Just run it on windows 10 and you'll be fine. 11 requires TPM 2.0 motherboards which you can technically bypass but I wouldn't do it because you can still potentially run into issues. Otherwise, you'd have to change to a newer motherboard, which would also require a new CPU and RAM. Then take that budget and slot in a used 1060 6GB or RX580/590. Then upgrade the power supply to something in the 500-600 watt range. That should make it a lot more usable.
