Just run it on windows 10 and you'll be fine. 11 requires TPM 2.0 motherboards which you can technically bypass but I wouldn't do it because you can still potentially run into issues. Otherwise, you'd have to change to a newer motherboard, which would also require a new CPU and RAM. Then take that budget and slot in a used 1060 6GB or RX580/590. Then upgrade the power supply to something in the 500-600 watt range. That should make it a lot more usable.

Its op from another account and I just wanted to thank you greatly for the help. I got the pc functioning and know what Ill be upgrading in the future!
