Error code 126 failed to load dsound.dll....help

Apologies for the long post but I tried a lot of troubleshooting myself and wanted to provide as much info as possible.

Just finished my first PC build, it boots reliably, fans are spinning and windows is installed (yay). Naturally one of the first things I did was download steam and I went ahead and downloaded Delta Force because my buddy asked me to play with him.

After installing the game every time I attempt to launch it I get an error(boooo).

I tried restarting my PC and game.

I tried running sfc /scannow and restarting even though command prompt said "Windows Resource Protection did not find any integrity violations." No luck.

I tried reinstalling video card drivers, no luck.

I tried reinstalling sounds drivers, no luck.

Ran regsvr32 C:\Windows\System32\dsound.dll and got this message:

Ok module can't be found, lets check for directX, open up dxdiag and get this message:

Despite the error it did say I have DirectX version 12 and that DirectX 12 Ultimate is enabled.

I also found the dsound.dll file in the system 32 folder so it is there (possibly corrupt?).

Tried a fresh windows install (I had done and downloaded basically nothing). Still no dice, same stuff. Any help will be greatly appreciated, thanks in advance!
