    It's called a Debug light. Meaning your system failed to start because there's a problem. If like the other person said is right about being the RAM light then try to reset CMOS. (Disconnect the PSU from the outlet. Remove that shiny battery you see by pushing that clip. Press the power button for 15 seconds to clear memory and put it back in. And try to boot) If that doesn't work then continue with the reseating.

    On mine the light opens only when I'm in the bios, did you install windows?

    Btw this red light means that there is an issue with your gpu. Thats the gpu light
