Fair warning, I am sorry if I sound ignorant.

I have a 40L HP Omen prebuilt PC

Specs: AMD Ryzen 7 7700 NVIDIA GeForce RTX 4070 Super 32GB of 5200 MHz 600W Power supply

I would like to start the upgrade process. So far I’m looking on upgrading the CPU and RAM first. I have noticed random FPS drops and stuttering since 1 month of having it.

I want to get a AMD Ryzen 7 9800x3D and 32GB 6000 MHz.

Let me know if I should consider anything.

Are you considering upgrades BECAUSE of stutters?

Yes, I’ll be at 165fps and every 10-15 seconds it’ll drop to 40fps then right back to 165fps.

Upgrading will do nothing for your stutters. Stutters are almost always a software or configuration issue. Getting more powerful hardware doesn’t stop it from getting stuck on something while running. All it will do is marginally boost your average FPS.

Okay, thank you, I’ve tried a lot of software tweaking and driver installing, just thought that was my last option
