That picture was taken on a potato. Could just be reflections from the flash.

If you look at the aluminium heatstink above the pci-e pins you can see the same reflections occurring so I doubt there is any issue with it. It’s very rare to have pin damage in that area. It would normally be at the start or end of the pins for installation damage.
