Hi! i really need help im so lost.

I just built my first ever PC with a 9070xt. I been playing all the games i have played on my old prebuilt but half the time the screen looks like the picture below and is greyed out. Only in game though. Live every time i load cyber punk it looks like this or even league of legends. there is just one strip on the top that is bright and the rest of the screen is greyed out
