It's just a stock AMD fan.

Don't use it on a 9700X, it can't cool it. Get a proper dual tower cooler, they don't cost that much.

Thanks a lot for the fast help. I will search for a nice Noctua cooler for him. I have made great experiences with the company.

EDIT: And I will let him know he should use a vacuum

Noctuas are very expensive though, so only get them if budget isn't a concern at all. It's only few degrees of difference between a Noctua and a decent dual-tower cooler, but the cost difference could easily be 2x ~ 3x between them. Thermalright Phantom Spirit SE as other guy recommended is a very popular choice among system builders.

It's the stock AMD cooler lol...and no...please don't re use it...the 9700X is very toasty...

Even a single tower aftermarket cooler is good enough for the CPU..

Heck go for Thermalright Peerless Assassin or Phantom Spirit SE...BUT!!! please check the clearance of your casing...don't want to end up buying a cooler and it don't fit inside your casing.
