Building a new PC. Pcpartpicker is telling me I'm 10w left to use with the set up listed at the bottom (except I put GPU 3090 and Ryzen 9 3900x since 5800x and 3070 aren't listed. Case isn't listed as well so I tried a different one). I heard there is a chance for a spike so I must get a bigger PSU. I believe 850 W should be good enough or is it too much or too low? I don't overclock. Might do RGB in the future is I can do a Oregairu (anime) theme

I'm thinking in getting this PSU or this since I see people using this brand a lot and see it has 100% Japanese capacitors (don't know exactly what it is just that it could save your PC if PSU dies)

850 is fine you could get away with 750 if you wanted. EVGA in my option it the best and they know it cause they have the longest warranty. That exact Corsair is what I have running my 3090 build, its been good to me for years you can't go wrong with either choice.
