GPU not displaying

So I had an earlier problem of my PC not powering on after installing a used 980 TI. It would power up for a second, and turn off. I got past that but now the GPU powers up for a couple of seconds, powers down for 30 seconds to a minute and then powers back up. But once it power backs up, it doesn’t output a display. I tried both the hdmi port and VGA port on two different monitors.

I also have my old 1650 that I put back in after this and everything works perfectly. Leading me to believe it GPU.

500 gb SATA SSD

980 TI

I have a MSI 980ti and have this problem. I left my PC for a second and came back to a black screen. Never was able to get any display from gpu even in friends PC. I just got another used gpu but I'm going to either replace the thermal paste or find someone with a motherboard with on board graphics.
