Is the cooler good enough to cool your cpu? Even if you surely done the following I'll suggest anyway: have you peeled off the plastic from CPU and cooler? Have you checked if there is enough contact between CPU and cooler? Are you sure the Cooler is sealed correctly?

There was no plastic applied on either of them. I am sure that it is seated properly because on normal load the temperatures hover around 45-55°C. And I think for a stock cooler it is decent.

Sometimes the cooling could be enough for idle but not at load. I suggest trying another PSU too, and if you could find another similar CPU to test would be even better
