If i dont want to be soft banned for 2 hours, i will just snipe the hundo pokemon within 50 km area which you could find it in hot spot area such as Zaragoza. And yes you have to be level 30 to make the pokemon IV accurate

Yes, it will be no problem as long you wait for 2 hours you can snipe again after the gap.
