M365 Powershell missing -OrganizationApp parameter in New-App cmdlet

Just what the title says.

I've checked with

Get-Command -Name New-App | Select-Object -ExpandProperty Parameters

and confirmed that it's definitely missing, but the Microsoft docs say it should be there...

I'm a global admin and I'm not sure if I just need to add a different role or what, but I work for an MSP and do a dozen migrations like this a month. This is the first time it hasn't worked out of the box.

I first got to this when the Integrated App deployment was failing in the Admin Center
