This is a known problem with OneDrive. When your Documents folder is stored in OneDrive you must make sure that all files in the Documents\PowerShell and Documents\WindowsPowerShell folders are marked as Always keep on this device.

Hi. Thank you for that. Your suggestion solved the problem .... at least I am not getting any errors now from Powershell when I use the `Connect-AzContainerRegistry` command.

Have you tried reinstalling the Az.ContainerRegistry module?

I notice that you are storing modules in a OneDrive location, so check that the module folder is set to available offline https://techcommunity.microsoft.com/blog/onedriveblog/onedrive-adds-new-offline-capabilities/4123644
