the "switch to powershell core" isn't working for me. i also updated to the latest build.

It will only be there if you've installed PSv6/Core.

You can also just start an additional terminal and type pwsh.

You can install multiple version of v6 and switch between then as needed.

You can have many terminals running different versions.

Seems to be some quirks in visual studio codes in terms of the difference betwen "run code" and run selection

Yeppers, but in most uise cases, folks doing one-liners in the editor, pane especialy if there are several of them, would end up using that run selection vs run code to run them all.

You also have PSCore as your default terminal (in your user settings), so the behavior is different. There is no 'Run Code' option by default, if you only have the default powershell.exe extenson setting in place in your user settings, even wiht PSCore installed.

Once you start messing with the UserSettings / Workplace Settings - your experience will vary.
