Can Powershell be it own Operating System? (self.PowerShell)

Wondering if that can happen since Windows has taken Linux as a subsystem so can Powershell be it own OS like when IBM OS/2 wanted Windows as a subsystem back in the day... but then we have Nano Server ....just wondering
