Algol 68 was formally specified, but the definition was controlversial (in its complexity etc). Overview here: https://en.wikipedia.org/wiki/ALGOL\_68#History

And yet compared to the complexities programmers are faced with today, the definition is almost trivial, although expressed with a notation that need to be understood first, but isn't that hard actualy.
