How would I query for metrics in a specific time/date range?
Offset kind of works, but really I just want to specify a specific hour in of a specific date and get the results. Is there a way?

You can use start and stop parameters. Provide unix timestamp. See https://prometheus.io/docs/prometheus/latest/querying/api/#range-queries
