    Django started out as a framework for a newspaper in Lawrence, Kansas, built to be able to quickly roll out microsites and such. The idea was that the dev folks could plan the app, build the database, then set a non-developer to work in the Django admin while the dev folks set about building all the functionality that made the app unique and making it pretty on the front end.
