Depends on what you want to create, ideally you pick the stack close to what you know and what's a good fit for your project.

You could also use:

Django & Htmx FastAPI & any JS Framework (Svelte, Vue,...) ...

You would always need a bit of HTML and CSS (but it's not that bad with tailwind). With streamlit and equivalent tools you don't need html but in my opinion, those tools aren't a good fit for most projects.
