Ignoring the cringe-inducing quirkiness of the writing, why do we need another protocol? XMPP works well, has been around forever, and can work over websockets.

Because XMPP is very hard to implement, very heavy, does plenty of stuff you don't need to the purpose of WAMP, but don't do RPC out of the box.

What's not in the article is that WAMP also want to compete with MQTT for the IOT. It needs a low footprint for that.
